Russian Foreign Minister Sergey Lavrov said on June 24 that if Ukraine wanted to return to the negotiating table to end the conflict, Moscow would have to consider "the situation on the ground".


Lavrov accused some Western countries of not allowing the Ukrainian government to re-establish diplomatic efforts to prevent conflict with Russia.


Negotiations between Moscow and Kiev have stalled since the last one was held in Turkey at the end of March. At this round of talks, Kiev proposed an agreement on security commitments for Ukraine, in return Kiev will accept neutrality. However, Russian officials later accused Ukraine of withdrawing the initial proposals.


Since then, the Ukrainian side has insisted that it will only resume negotiations with Russia when it has a "stronger negotiating position". Meanwhile, Ukrainian President Volodymyr Zelensky has said he will only restart negotiations after Kiev regains lost territories after February 24, when Russia began its military operation in the neighboring country. neighbor.


Last week, Ukraine's top negotiator David Arakhamia said that Kiev authorities believe they can achieve a "favorable position" on the negotiating table by the end of August by conducting "counter-offensive operations". in certain areas".


Mr Arakhamia stressed that Ukraine "will never accept the loss of territory", insisting this is "legally impossible". The Ukrainian diplomat stated that a minimal deal with Moscow can only be considered if the Russian military returns all the territories it has controlled since the beginning of the military operation in the neighboring country.


"We can look at some political treaties like the one proposed in Istanbul. For example, we won't talk about Crimea for several years. We do that not only militarily. which is diplomatic," noted Mr. Arakhamia.


Ukraine's Foreign Minister Dmitry Kuleba said last week that if Kiev received enough heavy weapons from the West, it could defeat Russia and take control of the regions. He also called on the West not to make "unacceptable" peace terms for Ukraine.


Kremlin spokesman Dmitry Peskov said on June 23 that Ukraine must accept all of Russia's demands if it wants to reach a peaceful solution.


President Zelensky said in early June that he was ready to meet to negotiate directly with Russian President Vladimir Putin on ending the conflict. Meanwhile, Putin also affirmed that Russia is ready for dialogue with Ukraine.


President Putin once raised Moscow's demands to reach a peace agreement ending the conflict with Ukraine.


The first request made by President Putin was that Ukraine must maintain neutrality and not apply to join NATO. In addition, Putin also wants Ukraine to go through a disarmament process to ensure it is not a threat to Russia and to protect Russian-speaking people in Ukraine.


Russia also demanded that the Ukrainian government recognize the independence of the separatist territories in the east. Moscow also wants Ukraine to officially accept Crimea as belonging to Russia, after Russia annexed the peninsula in 2014.
