With the consent of Prime Minister Pham Minh Chinh, from February 13-15, Deputy Foreign Minister Pham Quang Hieu attended the World Government Summit (WGS).
At the WGS Conference held in the United Arab Emirates (UAE), Deputy Minister Pham Quang Hieu joined high-ranking leaders of countries, international organizations, corporations and large global investment funds to attend the session. Opening plenary and speaking at the session on the theme "Promoting breakthrough ideas to respond to climate change and education".

Speaking at the Conference, Deputy Minister Pham Quang Hieu affirmed that Vietnam advocates building an independent and self-reliant economy; Emphasizing that Vietnam is making efforts to fulfill its commitment to reduce net emissions to "zero" by 2050, prioritizing economic transformation based on scientific and technological progress and innovation.
The Deputy Minister also shared that Vietnam has issued a National Digital Transformation Strategy; propose a strong innovation in management thinking, in which priority is given to training new working skills to meet the requirements of the digital society in the future. The Deputy Minister suggested that international partners and investment funds pay attention and invest in Vietnam's priority areas such as green economy development and digital economy.
On the occasion of attending the WGS Conference, Deputy Minister Pham Quang Hieu had a meeting with Deputy Prime Minister, Foreign Minister of Turkmenistan Raşit Meredow and Maldivian Minister of Foreign Affairs Abdulla Shahid.
Deputy Minister Pham Quang Hieu suggested that countries continue to closely coordinate at international forums and organizations; create favorable conditions for Vietnamese businesses and goods in the host country; strengthen cooperation in priority areas such as trade, tourism, investment, combating climate change, maritime and aviation transport.
Leaders of the countries affirmed the importance of relations with Vietnam, highly appreciated the proposal of Deputy Minister Pham Quang Hieu and agreed to implement many practical and effective measures to promote bilateral cooperation in the coming time.
Within the framework of his visit to the UAE, Deputy Minister Pham Quang Hieu co-chaired the 2nd Political Consultative Meeting with UAE Deputy Foreign Minister Saeed Mubarak Al-Hajeri, met with UAE Secretary of State for Economy Thani Al Zeyoudi, Governor of Dubai International Financial Center Essa Kazim, Senior Vice President of Energy Cooperation of Mubadala Group Jasem Al Neaimi, Managing Director of Elite Argo Group Dr. Abdulmonem Al Marzooqi, Director of Super Corporation town of Al Maya Kamal Vachani.
At the meetings, the two sides expressed their delight at the recent positive developments in bilateral relations. According to data from the UAE, bilateral trade turnover in 2022 will reach over US$8.8 billion, an increase of over 35% compared to 2021, making the UAE the largest trading partner of Vietnam in the Middle East. .
The two sides agreed to actively coordinate in implementing political-diplomatic, economic and cultural activities in order to practically celebrate the 30th anniversary of the establishment of diplomatic relations in 2023, such as: promoting the exchange of delegations at all levels, especially high-level delegations; coordinate and support each other at international and regional forums and organizations; promote the establishment of the Vietnam - UAE Business Council, negotiate important economic and trade cooperation documents between the two countries; improve cooperation efficiency in priority fields such as investment, oil and gas, energy, tourism, logistics...; creating favorable conditions for goods, especially Vietnamese agricultural products, to gain deeper access to supermarket chains and international distribution centers in the UAE; support Vietnam to develop Halal industry; strengthen the organization of cultural and art exchange activities... Besides bilateral cooperation, the two sides discussed a number of regional and international issues of mutual concern.
Within the framework of the visit, Deputy Minister and Chairman of the State Committee for Overseas Vietnamese Pham Quang Hieu met with representatives of the Vietnamese community living, working and studying in the UAE. Deputy Minister Pham Quang Hieu highly appreciated the positive contributions of expatriates to the development of the host community as well as Vietnam - UAE relations, emphasizing that our Party and State always pay special attention to with the Vietnamese community abroad, affirmed that he would regularly discuss with the UAE authorities to create favorable conditions for the Vietnamese community in the UAE to develop.
